The main goal of the City Hall Plaza project was to establish design concepts that improve City Hall Plaza/Government Center and enhance its character of place. The four-year study and public approval process resulted in a series of guidelines: 1.) enhance the "Walk-to-the-Sea" through Faneuil Hall and Quincy Market; 2.) create small-scale places to gather, linger, and enjoy; 3.) enhance the amphitheater-like qualities of the Plaza to better accommodate public activities; 4.) facilitate active uses along the edges of the Plaza; 5.) improve the relationship between the Plaza and subway station with a new entrance and pavilion; 6.) improve the sense of proximity to adjoining streets and neighborhoods; 7.) and reintroduce Hanover Street to improve the connection from Beacon Hill through City Hall Plaza.
